What the NMC PGMER-2023 regulations actually say
The Post Graduate Medical Education Regulations 2023 make a competency-based logbook mandatory for every MD, MS, DNB and DrNB programme. The logbook must be maintained continuously, signed by the faculty in charge, and produced during MSR (Minimum Standard Requirement) inspections.
The 2026 compliance checklist
- Every entry tagged to at least one NMC competency code
- Faculty e-sign-off with a verifiable trail (name, designation, timestamp)
- Case log, procedures, seminars, journal clubs — all separately trackable
- Thesis milestones tracked from synopsis to submission
- Rotation postings logged against NMC-prescribed durations
- Exit-eligibility report exportable per resident
What inspectors ask for
MSR inspectors typically request: a resident-wise competency completion report, a signed procedure count summary, and evidence of at least monthly faculty review. A paper logbook makes the last one nearly impossible to produce.
